The Vietnam Education Foundation (VEF) is a special initiative by the United States (U.S.) Congress to bring the people of Vietnam and the U.S. closer through science, technology and education through fellowship support of citizens of Vietnam for doctoral or postdoctoral study in Physical Science, Natural Science, Environmental Science, Medicine, Mathematics, Engineering or Information Technology in American universities.
Through a special agreement between the University of California, Irvine and the National Academies of Science's Vietnam Education Foundation, international students from Vietnam who gain admission to UCI can also apply to have their case reviewed for possible funding in support of their graduate education at UCI.
Qualifications:
This program is limited to Vietnamese students coming to the U.S. for doctoral or postdoctoral work in the areas of Physical Science, Natural Science, Environmental Science, Medicine, Mathematics, Engineering, or Information Technology are eligible to apply.
In addition, potential VEF Fellows, must exhibit the following characteristics:
- Academic Excellence: All applicants should have completed his/her undergraduate study and received a Bachelor degree. Grades and class ranking are important factors. A cumulative score of at least 7.0 GPA in a Vietnamese university is required.
- English Proficiency: All applicants must demonstrate their English language proficiency by taking and passing one of the following exams: IELTS, TOEFL, or TOEFL iBT
- Communication Skills: All applicants should have strong written and oral abilities to communicate his/her ideas. Written communication skills will be evaluated based on required essays as part of the fellowship application. Oral communication skills will be evaluated during the fellowship interviews.

Selection Process:
- All completed applications are read and evaluated by VEF and its associates.
- Unqualified applicants are notified by email.
- Qualified candidates are asked to take a standardized test provided by ETS.
- Selected candidates are then invited for personal interviews by the staff of VEF and its associates including visiting American scientists.
- Finalists are notified by phone by the VEF Executive Director.
- Completed case folders of finalists are presented to the Board of Directors for award decisions.
- VEF staff works closely with newly selected VEF Fellows to process school admissions and prepare them for studies at their university. UCI does not charge an application fee for VEF approved students.
